Build your own stair lift

I came across a very detailed plan for a homemade stair lift from a guy in the UK.  He was motivated to build is own stair lift for financial reasons. There are many disabled people who cannot afford a stair lift. The starting cost for a stair lift is $1,500 and that usually does not include installation.

The stair lift was built with metal rails and a winch. Although it appears to be functional there are a number of safety and legal questions that come to mind.
